West Shore Parkway Road Completion Project

In July 2015 the City of Langford received funding through the New Building Canada Fund - Small Communities Fund to complete 3.5km of the West Shore Parkway connecting it from its current intersection with the Trans Canada Highway south to Sooke Road at Awsworth Road. The project is estimated to cost $22.5M and is funded one third each by the Federal and Provincial governments and then one third by the City of Langford through the City’s Road Development Cost Charge (DCC) program. The entire project, including areas within the Ministry of Transportation and Infrastructure jurisdiction, is managed and delivered by the City through the Engineering Department.

The project will be constructed simultaneously in project segments as shown in the attached drawing to maximize construction timelines. The anticipated construction will include:

  • Segment 1 – a new signal light and turning lanes on Sooke Road at the West Shore Parkway; COMPLETED DECEMBER 2016.
  • Segment 2 – portion within the Glenshire Industrial Park. COMPLETED DECEMBER 2016.
  • Segment 3 & 4 – middle section of the parkway engineering design by Associated Engineering.  Construction contract awarded to Scansa construction, blasting has begun in this segment.  OPENed AUGUST 30TH AT 10AM.  Glenshire Drive at the north or west side of Sooke Road will close at Sooke Road September 1, 2017, allowing for these homes as 1253 through to 1300 Glenshrie Drive to be accessed from a new driveway off of West Shore Parkway.   • Segment 5 – in Westhills, engineering design by On Point; construction by Windley Contracting.  COMPLETED June 2016;
  • Segments 6, 7 and 9 – in Westhills and Kettle Creek development area, this work includes the railway crossing and then closure of the railway crossing on Humpback Road.  Construction has started as of October 2016. OPENED WEDNESDAY OCTOBER 4TH AFTER 11AM, Humpback Railway Crossing CLOSING FRIDAY OCTOBRE 20TH 9AM;  
  • Segment 8 – a dual left turn lane on the Trans Canada Highway.  OPENED FRIDAY NOVEMBER 18TH, 2016;
  • Irwin Road Connection – In order to cross the railway tracks at the West Shore Parkway, the City was obligated by the Island Corridor Foundation to close the crossing at Humpback Road. To facilitate traffic coming from Sooke Road via Humpback Road, Irwin Road will be extended to meet the West Shore Parkway. The Irwin Road connection from Humpback Road east to Meridian Avenue connecting to West Shore Parkway was OPENED MONDAY, JULY 31ST, 2017.
  • Sewer Lift Station – a sewer lift station is part of the West Shore Parkway Completion Project and is slated for construction in 2018.
